It was recognised that the Leyland National was rarely acceptable in markets where local bus bodybuilding facilities were available. The original concept to meet this problem, given the designation C27, retained all the National running units and even an underframe of basically similar form, though with greater strength. It then seems to have been realised that what was needed was a true chassis. A fresh design was produced within six months in the spring of 1975, designated B21 (and which for a brief spell was occasionally called the “Lion”).
